A: The examiner works closely with the client (customer) to design test questions that are best suited to resolve the important issues under investigation. Question design is a collaborative effort between all parties so that the exam can serve its intended purpose. Often, a customer will make suggestions as to relevant questions, but these may be changed slightly to fit the test format.
